Saskatchewan Party Government Borrows $185 Million From Crown Corporations In Order To Balance Its Books
A notice of 'Correction' in today's Regina Leader-Post states the following:

Murray Mandryk's Tuesday column incorrectly stated that the government was running a $415-million expenditure-over-revenue deficit. The government actually has a $50-million surplus, after reducing its debt paydown and borrowing an additional $185 million from the Crowns.

I am not sure how you 'balance' your budget by borrowing money? If you spend more than you take in, you have a deficit.
