Californians To Get Mandatory Health Coverage
Governor of California, Arnold Schwarzenegger has revealed an ambitious plan to reform the state's health care system. He wants everyone to be convered by insurance.
California has 6.5 million uninsured citizens, nearly one in five of the state's 36.5 million inhabitants.
The governor also wants to ban insurers from refusing to offer coverage to some individuals because of their prior medical conditions. Insurers would have to spend at least 85 percent of their premium revenues on patient care, which would limit profits and the amount companies spend on administrative costs.
Last year, Massachusetts became the first state to require universal health insurance. Massachusetts companies must offer insurance to employees or pay into a state pool.

True but both have very strong Democratic majorities in their state legislatures.

Schwarzenegger has never been a Bush republican. He's a California republican, whole different animal.
Having lived in California for 20 years before my move to Idiotville, NV I can honestly say that some (ok, many) California dems are somewhat left of Castro, out of touch with statewide voters. All of CA is not liberal paradise as rumors would have it.
