Harper Will Not Intervene On Behalf Of Conrad Black
According to a CBC report, "Immigration Minister Diane Finley has discretionary power to grant Black permanent residency on humanitarian and compassionate grounds. But even if Finley did allow Black to live in Canada again, his criminal conviction would likely stand in the way of regaining his citizenship."

Harper is quickly finding out that the less he says the less damage he can do. Wtih that in mind, he'll be a quiet MP come the autumn because he knows his mouth is going to be his undoing.
Staying away from Black keeps him (Harper) away from the brand of corporate taint that was Mulroney's. There is the added benefit of being seen not favouring big money. Big money is the undoing of the Conservatives along with the likes of Randy White and Jason Kenney.
The most recent polls in the Globe and Mail are quite revealing about how Harper has fared since the election.
