McKay is not in the chain of command. And whether a soldier is discharged is not up to him, but to the soldier's military superiors. So the problem isn't that McKay didn't keep his word, but that McKay made a promise he couldn't possibly ensure would be enforced.
(Just another example of this government not knowing anything about what they are doing.)
